Add plugin to validate Warhammer 40K rosters

Description

Following changes in #33 we should make a plugin (using the output of ​ibboard:ticket:13) that allows validation of an army against the various Warhammer 40,000 roster types.

Remove owner so that the team can more easily see bugs. Using default owners seems good at first but is bad practice when a team can be working on any part of the project.
