Failed "can add" requirement shows wrong text

Description

Snowblizz found that the text strings returned by the "Allows Adding" requirement check are written with the assumption that the unit has been added, rather than that it will be added. There should be a "not added yet" text string that is returned in this case, as well as the "you've added it and we're validating the army" string.
