Add bigger icon for Windows Vista/7

Description

Windows Vista and 7 use larger icons by default than Windows XP. As Blackhawk pointed out, our current icon sizes will look horrible when up-scaled on these OSes, so we need a larger icon.

A 96x96 PNG is available as our site logo and a source SVG should be somewhere.
