Add tests for API

Description

All of our code should ideally be tested, but old habits die hard and it isn't currently being tested. More tests need to be written as classes are created and modified.

This is an on-going issue, and for preference we should have a full set of unit tests by the release of v0.1, but v0.2 is a more likely target.

Remove owner so that the team can more easily see bugs. Using default owners seems good at first but is bad practice when a team can be working on any part of the project.

Remove milestone - we should try to improve test coverage, but absolute coverage isn't a reason to delay 0.2
