Stop missing data folder being fatal

Description

If the data folder is completely missing then WarFoundry crashes with an exception. This is probably API level and should be better handled as an empty folder results in an empty list of armies.

  • Add check that directory exists before trying to get file list
  • Add warning message if directory doesn't exist
