Add functions to specify general

Description
Warhammer armies need a general specifying (older versions of Warhammer did, newer versions may not). In Rollcall this is specified with a "can be general" or "must be general" option. In WarFoundry this should be similarly specified and there should be a way to say "this unit is my general".

(In #57) Ticket doesn't make sense any more - we're defining the spec as we go and relying on backward/forward compatibility so there is no "complete" to load.

Remove owner so that the team can more easily see bugs. Using default owners seems good at first but is bad practice when a team can be working on any part of the project.
